DBE POLICY STATEMENT

CRRC Sifang America, Inc. has established a Disadvantaged Business Enterprise (DBE) program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26. CRRC Sifang America, Inc. has received Federal financial assistance from the Department of Transportation, and as a condition of receiving this assistance, CRRC Sifang America, Inc. has signed an assurance that it will comply with 49 CFR Part 26.

It is the policy of CRRC Sifang America, Inc. to ensure that DBEs, as defined in part 26, have an equal opportunity to receive and participate in DOT–assisted contracts. It is also our policy:

1. To ensure nondiscrimination in the award and administration of DOT – assisted contracts;
2. To create a level playing field on which DBEs can compete fairly for DOT-assisted contracts;
3. To ensure that the DBE Program is narrowly tailored in accordance with applicable law;
4. To ensure that only firms that fully meet 49 CFR Part 26 eligibility standards are permitted to participate as DBEs;
5. To help remove barriers to the participation of DBEs in DOT assisted contracts;
6. To assist the development of firms that can compete successfully in the market place outside the DBE Program.
7. To provide appropriate flexibility to recipients of Federal financial assistance in establishing and providing opportunities to DBEs

Haitao (Kevin) Qu, Vice President of CRRC Sifang America, Inc. has been delegated as the DBE Liaison Officer. In that capacity, Kevin Qu is responsible for implementing all aspects of the DBE program. Implementation of the DBE program is accorded the same priority as compliance with all other legal obligations incurred by CRRC Sifang America, Inc. in its financial assistance agreements with the Department of Transportation.

CRRC Sifang America, Inc. has disseminated this policy statement to the management staff and all of the components of our organization. We will distribute this statement to DBE and non-DBE business communities that perform work for us on DOT-assisted contracts.

 DBE GOAL

CRRC Sifang America Inc. (formerly known as “CSR America”), a Transit Vehicle Manufacturer (“TVM”) located in Chicago, Illinois, has established its FY 2024 Disadvantaged Business Enterprise (DBE) Goal in accordance with U.S. Department of Transportation (DOT) Rule 49 CFR Part 26.

CRRC Sifang America’s overall goal for FY 2024 (Oct. 1, 2023 to Sept. 30, 2024) is 2.89% of the total amount of domestic contracted dollars we will expend on USDOT-assisted contracts.

CRRC Sifang is seeking DBEs certified under 49 CFR Part 26 and SBEs meeting SBA standards to submit technical and commercial proposals to us for materials and services we may require to manufacture passenger railcars. The potential supplier work scope may include Car shells, engines, main transformer, pantographs, traction motors, propulsion gear boxes, interior linings, acceleration and braking resistors, propulsion controls, low voltage auxiliary power supplies, air conditioning equipment, air brake compressors, brake controls, foundation brake equipment, articulation assemblies, train control systems, window assemblies, communication equipment, lighting, seating, doors, door actuators and controls, wheelchair lifts and ramps, couplers and draft gear, trucks, journal bearings, axles, diagnostic equipment, third rail pick-up equipment, wire and cable assemblies, electro-mechanical assemblies, metal & aluminum extrusions, hardware, paint, safety supplies, transportation, and other stipulated deliverables for installation on passenger railcars.

Potential suppliers of materials and services must have proven passenger railcar industry experience. All suppliers’ manufacturing facilities shall be certified or compliant with the Quality Program requirements as directed by ANSI/AQS Q9001, ISO 9001, ISO 14001, or demonstrate compliance with an equivalent program.
